This article presents a brief overview of the most important official and actual systems and software engineering standards, defining a methodology for establishing effective systems for various purposes, including information business systems. Specifications currently in force and planned to adopt are considered. The relationship between systems and software engineering stan-dards in the context of processes-maturityquality and system processes-domain processes-specific processes are described.

The aim of this article is to share my experience with the improvement of complex information business systems. This article provides recommendations how to implement systems which are easy to evolve.

Object- and Role- based approach to the organization of effective corporative infor-mation infrastructure user accounts management system is analyzed, as well as organization of centralized distribution of privileges of user access to the informational system with regular audit of compliance to the corporate rules, regulations and standards.

In work the way of estimation of biometric sample convolution size is offered. The interrelation of convolution size and false access rate and false reject rate is considered. Possibility of biometric identification of a person in the big scales is discussed.

In given article the problem of incompleteness of the accounting data in complicated systems in sphere of public health is considered. Principal causes of this problem are analyzed on an example of the system of monitoring of the PNP «Health» (Priority national project, «Health»). The solution for elimination of incompleteness of the accounting data is suggested with the help of application of methods of the Data Mining. Results of application of the offered method to the accounting data of system of monitoring of the PNP «Health» are received. The analysis of accuracy of the offered solution is carried out.

In article problems of use of mechanisms of insurance for decrease in information risks are considered. It is shown, that under certain conditions insurance mechanisms can promote increase in deductions at carrying out of precautionary actions for decrease in risks, including, in the condi-tions of the limited financial resources.

The article proposes a new approach to the analysis and specification of so called «Medows games» based on the search of fundamental comprehension of productive strength and consumer potential of the society.
